SEC. 7. And be it further enacted, That it is hereby found, deter-
mined and declared that the establishment of the boat basin and
marina under the provisions of this Act is in all respects for the
benefit of the inhabitants of the State of Maryland or its political
subdivisions and is a public purpose, and that the State of Mary-
land or its political subdivisions and the said Commission will be
performing an essential governmental function in the exercise of the
powers conferred by this Act, and the Commission shall not be re-
quired to pay any taxes or assessments upon the boat basin or marina
or any part thereof or upon its activities in the operation and main-
tenance of the boat basin or marina or upon any revenues therefrom,
and the said boat basin and marina and the bonds of the Commission
and the interest thereon shall be and remain forever exempt from all
state, municipal and local taxation. The exemption from taxation
herein provided for shall not, however, extend to, include or apply
to any property, real, mixed, personal, tangible or intangible, or to
any franchise, lease, or right to do business, held, owned or used
by any private person, firm or corporation in operating any com-
mercial activity or supplying any goods, wares, merchandise or service
to the public from or at the marina or boat basin and in or on the
buildings, piers, and structures constructed by the Commission.

Sec. 8. And be it further enacted, That the bonds or other evi-
dences of indebtedness authorized by this Act to be issued, and the
authority, power and right herein given to the Commission is in
addition to and not in limitation of any other bonds or indebtedness
authorized or any right, authority or duty given to the Commission
by any other Act of the General Assembly of Maryland.

Sec. 9. And be it further enacted, That if any word, phrase, clause,
sentence or any part or parts of this Act shall be held unconstitu-
tional by any court of competent jurisdiction such unconstitutionality
shall not affect the validity of the remaining parts of this Act or of
any other section thereof.

Sec. 10. And be it further enacted, That this Act shall take effect
June 1, 1959.

AN ACT to add Section 100A to Article 78 of the Annotated Code
of Maryland (1957 Edition), title "Public Service Commission
Law", sub-title "Enforcement and Penalties", to follow im-
mediately after Section 100 thereof, authorizing the Public Service
Commission to direct the suspension or revocation of certificates
