CHAPTER 617
(House Bill 138)
AN ACT to add a new Section 7A to Article 15A of the Annotated
Code of Maryland (1957 Edition), title "Budget and Procure-
ment", sub-title "Budgetary Administration", to follow immedi-
ately after Section 7 thereof, providing for the disposition of
certain unexpended special funds received by and credited for
Miners Hospital.
Whereas, Miners Hospital, in the City of Frostburg, which is a
State supported institution, has listed on its account books certain
uncollected debts for hospital services rendered; and
Whereas, It has been the policy of the State of Maryland with
other institutions and agencies to make special funds available for
expenditure by the institution or agency; and
Whereas, It would be most helpful to the future progress and
development of Miners Hospital if the monies realized from the
collection of these past-due accounts could be made available to and
expended by the hospital for its regular operating purposes; and
Whereas, Miners Hospital is in a period of transition from a State-
aided institution to a fully-self-supporting hospital and it is the in-
tention of the General Assembly to reduce DIRECT general fund
appropriations to said hospital 25% each year, commencing with
the fiscal year 1959, until said hospital becomes self supporting at
the close of the fiscal year ending June 30, 1962 1960; now, therefore
Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 7A be and it is hereby added to Article 15A of the
Annotated Code of Maryland (1957 Edition), title "Budget and
Procurement", sub-title "Budgetary Administration", to follow im-
mediately after Section 7 thereof, and to read as follows:
7A. Unexpended special funds received by and credited for Miners
Hospital shall not revert to the general treasury of the State at the
end of a fiscal year, and thereafter may be disbursed by the Treasurer
upon warrant of the Comptroller for necessary current operations
of Miners Hospital. The general fund appropriations to the hospital
shall be reduced 25% each year, commencing with the fiscal year
1959, until the hospital becomes self supporting at the close of the
fiscal year ending June 30, 1962 1960.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1959.
