certificate and to the exercise of the rights granted thereunder such
reasonable terms and conditions as the public convenience and
necessity may require; provided, however, that no terms, conditions,
or limitations shall restrict the right of the carrier to add to his or
its equipment and facilities over the routes, between the termini, or
within the territory specified in the certificate, as the development
of the business and the demands of the public shall require.

(c)  Application for a certificate under this section shall be made
in writing to the Commission and shall be so verified, shall be in
such form, and shall contain such information, as the Commission
by regulations shall require. The Commission shall prescribe such
reasonable requirements as to notices, publication, proof of service,
and information as in its judgment may be necessary.

(d)   (1) Any certificate issued by the Commission shall specify
the service to be rendered and the routes over which, the fixed termini,
if any, between which, and the intermediate and off-route points, if
any, at which, and in case of operations not over specified routes or
between fixed termini, the territory within which, the carrier is
authorized to operate.

(2)  A certificate for the transportation of passengers may include
authority to transport in the same vehicle with the passengers, news-
papers, baggage of passengers, express, or mail, or to transport
baggage of passengers in a separate vehicle.

(3)  To enable the provision of service for which there is an imme-
diate and urgent need to a point or points or within a territory having
no carrier service capable of meeting such need, the Commission may,
in its discretion and without hearings or other proceedings, grant
temporary authority for such service. Such temporary authority
unless suspended or revoked for good cause, shall be valid for such
time as the Commission shall specify, but for not more than an
aggregate of 180 days and create no presumption that corresponding
permanent authority will be granted thereafter.

(e)  The Commission may, if it finds that the public convenience
and necessity so require, require any person subject to this sub-title
to extend any existing service or provide any additional service over
additional routes within the Metropolitan District; provided, how-
ever, that no certificate shall be issued to operate over the routes of
any holder of a certificate until it shall be proved to the satisfaction
of the Commission, after hearing, upon reasonable notice, that the
service rendered by such certificate holder, over such route, is inade-
quate to the requirements of the public necessity and convenience;
and provided, further, if the Commission shall be of opinion that
the service rendered by such certificate holder over such route is in
any respect inadequate to the requirements of the public necessity
and convenience, such certificate holder shall be given reasonable time
and opportunity to remedy such inadequacy before any certificate
shall be granted to operate over such route; and further provided
that no person subject to this sub-title may be required to extend any
existing service or provide any additional service over additional
routes within the Metropolitan District unless the carrier is cur-
rently earning a reasonable return on its operation as a whole in
performing transportation subject to this sub-title.
