shall claim to be within the authority or beyond the scope of this
sub-title. If such investigation discloses the person investigated is
violating the provisions of this sub-title, the Commissioner may
report such violation to the Governor of this State, who may direct
the Attorney General to institute a proper proceeding for the prosecu-
tion of such violation,

(c) For the purposes of this section the Commissioner or his duly
authorized representative shall have and be given free access to the
offices and places of business, files, safes, and vaults of all such
persons, and shall have authority to require the attendance of any
person, his agent or sub-agent or other parties and to examine him
or them under oath relative to such business.

220.    (Right of Review.) Any person, firm, association, partner-
ship or corporation aggrieved by any decision or finding of the Com-
missioner under this sub-title shall have a right of appeal to Circuit
Court of the County or to the Supreme Bench of Baltimore City,
depending upon the jurisdiction in which the aggrieved party resides.

221.    (Penalty.) Any person, firm, association, partnership or
corporation that violates the provisions of this sub-title shall be fined
not less than $500.00 nor more than $1,000.00 or imprisoned for not
more than five years, or both, in the discretion of the Court; the
Attorney General, or the State's Attorney of the County or City in
which the violation occurs, shall file a complaint in the Criminal
Court of that jurisdiction in connection with any such violations.

222.    (Short Title.) This sub-title shall be known and may be
cited as the "Maryland Currency Exchange Law."

223.    (Severability.) The provisions of this sub-title are sever-
able, and if any of its provisions shall be held unconstitutional, the
decision of the Court shall not affect any of the remaining provisions
of this sub-title. It is hereby declared to be the legislative intent that
this sub-title would have been adopted had such unconstitutional
provisions not been included.

SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1959.

CHAPTER 598
(Senate Bill 394)

AN ACT to add new Section 51A to Article 33 of the Annotated
Code of Maryland (1957 Edition), title "Elections", sub-title
"Special Provisions in Baltimore City", to follow immediately
after Section 51 thereof, relating to changes in and registration
of voters in Baltimore City who have changed their address be-
tween precincts who have changed their name, and relating to
elections in Baltimore City.
