SHALL BE PREPARED BY THE ROAD ENGINEER AND BIDS
FOR THE WORK SHALL BE INVITED BY PUBLICATION AT
LEAST ONCE A WEEK FOR TWO SUCCESSIVE WEEKS IN
SUCH DAILY PAPER OR PAPERS AS THE COUNTY COMMIS-
SIONERS MAY DESIGNATE; BUT IT SHALL NOT BE OBLI-
GATORY UPON THE SAID COUNTY COMMISSIONERS TO
HAVE ANY WORK DONE BY CONTRACT, IF AFTER BIDS
HAVE BEEN RECEIVED AND OPENED, IT IS FOUND THAT
THE SAME CAN BE DONE AT LESS EXPENSE BY DIRECT
EMPLOYMENT OF THE REQUIRED LABOR OR IF AN EMER-
GENCY EXISTS OF SUCH NATURE AS TO REQUIRE THE
SPEEDY REPAIR OR REPLACEMENT OF A COUNTY ROAD,
STREET, ALLEY, HIGHWAY OR BRIDGE OR OTHER CON-
STRUCTION IN CONNECTION THEREWITH. NOTHING IN
THIS SUB-SECTION SHALL REQUIRE BIDS WHEN SUCH
WORK IS TO BE DONE BY THE COUNTY ROADS DEPART-
MENT.

(e)   The County Commissioners of Washington County shall have
the power to make all such rules and regulations with reference to
the use of the roads, streets, avenues, lanes, alleys and bridges of the
County by telephone and telegraph companies, steam railroads and
street railways companies, gas, water and electric light companies,
and similar uses thereof, and by individuals and the traveling public,
as the County Commissioners may consider necessary for the proper
protection of the said roads, streets, avenues, lanes, alleys, bridges
of the County and the rights of the public therein, and to impose
reasonable penalties for the violation of such rules and regulations
and may make other necessary provisions for the enforcement there-
of, and shall have the right from time to time to change or alter the
same. All such rules and regulations, when adopted and recorded in
a book or books kept for the purpose, shall have the force and effect
of municipal ordinances regularly adopted by authority of the Legis-
lature of the State of Maryland.

(f)  The police, magistrates and constables of the said County shall
be charged with the duty of enforcing all such rules and regulations;
and, in addition, to other methods of enforcement all of such rules
and regulations, the said County Commissioners shall have the right
to apply to the courts of equity of the State for an injunction to
enforce compliance therewith, in which case it shall not be necessary
to make other jurisdictional averment than the threatened breach
of such rules or regulations, and the said courts shall have jurisdic-
tion to grant such injunctions on such allegations being made. A
certified copy of such rules and regulations shall be deemed the
proper evidence of the same in any of the courts of this State.

524. Obstructions on roads; penalty

(a) Any person or persons placing an obstruction upon any of the
public highways, roads, bridges, streets, avenues, lanes or alleys
of Washington County, or interfering with, or obstructing the side
ditches or drains thereof, or encroaching upon the same with fences
or other obstructions or in any other manner, or any person or
corporation, its agents or employees, exercising the business of a
common carrier permitting his or its vehicle or steam or other
engines or cars to obstruct any crossing for a longer period than ten
minutes at any one time shall be guilty of a misdemeanor and shall
