view of the objections presented, or they may approve the report as
submitted or as it may have been amended. Upon approval of the
report by the County Commissioners the Board of Directors of the
Public Watershed Association shall be empowered to carry out the
plan of improvement as designated in the report of the watershed
viewers.

194. In case any report of the Board of Watershed Viewers shall
have been disapproved by the Board of County Commissioners, then
the expenses properly incurred in the making of the survey and the
report and in the publication of notices shall be paid by the Board
of County Commissioners who may then levy a tax in equal amounts
upon the property of the landowners who signed the petition, the
proceeds of such tax to be used to reimburse the Board of County
Commissioners for the said payment of the said expenses.

195.    If any owner of land or other property affected by any pro-
ceedings hereinbefore provided lives out of the State, a written notice
of at least thirty days shall be served on the tenant or agent of such
owner of the proceedings of the County Commissioners. Such notice
shall be as good and sufficient as if said owner resided in the State.

196.    In case of the property or interest of any minor not having
a guardian being affected by any works of improvement as herein-
before provided, the Orphans' Court of the county shall appoint a
guardian to protect the interests of such a minor.

197.    The County Commissioners or Circuit Court for the county
in which proceedings may be pending, at any time before a final de-
cision is made, may upon application of any party hereto, grant leave,
in their discretion, to said parties to amend the petition or any part
of the proceedings thereunder that may be defective or informal so
as to bring the merits of the case before said County Commissioners,
or jury of the Circuit Court for trial, and may award costs in their
discretion, according to the right of the matter.

198.    Any person who may be injured by any works of improve-
ment laid out as aforesaid, may apply to the County Commissioners
at any time before the approval of the report for an order of review,
and the County Commissioners may, in their discretion, grant such
order and appoint other watershed viewers to perform the same duty
as under the original Board of Watershed Viewers.

199.    Any person feeling himself aggrieved by any determination
of the County Commissioners, or by any proceedings had under this
sub-title relating to works of improvement, may appeal to the Circuit
Court of the county in which such determination was made or pro-
ceedings were had, and shall be entitled to trial by jury, at the election
of either party; provided such appeal shall be taken within thirty
days from the date such determination was made or such proceedings
were had and the judgment rendered thereupon shall be final between
the parties thereto.

200.    The Public Watershed Association shall by virtue of this
sub-title have the power and authority to acquire and possess such
rights-of-way, easements and other property rights necessary for the
construction and maintenance of the works of improvement for flood
