provided, however, that this section shall not apply to Baltimore
City or Baltimore County. In Charles County, and notwithstanding
any other provisions of this section, a flat fee of $2.50 shall be paid
upon the filing of any suit in the magistrates court, which said fee
shall be the entire costs in the proceedings for both the sheriff and
the justice of the peace. In Kent County, not withstanding NOT-
WITHSTANDING any other provisions of this section, a flat fee of
$4.00 shall be paid upon the filing of any suit in the magistrates
court, which said fee shall be the entire costs in the proceedings for
both the sheriff and the justice of the peace.
The entire amount of
such fees shall be paid over monthly to the county commissioners by
the justice of the peace to whom said filing fees were paid.

SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1959.

CHAPTER 579
(Senate Bill 607)

AN ACT to authorize the Board of County Commissioners of Fred-
erick County to provide for the publication of a 1959 edition of the
Code of Public Local Laws of Frederick County, being Article 11
of the Code of Public Local Laws of Maryland, and in the discre-
tion of the County Commissioners, of certain ordinances and/or
resolutions of the County Commissioners, relating to the provi-
sions for such publication and providing that the Code if published
shall be evidence of certain laws.

Section 1. Be it enacted by the General Assembly of Maryland,
That the Board of County Commissioners of Frederick County is
authorized to provide for the publication of a 1959 edition of the
Code of Public Local Laws of Frederick County, being Article 11 of
the Code of Public Local Laws of Maryland. The Board is author-
ized to make the necessary appropriations to defray the costs of pub-
lication and it further is authorized to provide for the sale and dis-
tribution of the Code.

Sec. 2. And be it further enacted, That if the said Code is pub-
lished, it is hereby legalized. It shall contain all Public Local Laws
relating to Frederick County in effect after the 1959 regular session
of the General Assembly of Maryland, and it shall contain the char-
ters of the several municipal corporations within Frederick County
as in effect on June 1, 1959. In the discretion of the County Commis-
sioners it may also contain a code of the ordinances and/or resolu-
tions of the County Commissioners. The Code shall be deemed and
taken in all the courts of this State and by all Justices of the Peace
and Trial Magistrates of the State and by all other public officials
