ning purposes to him. He may also require an annual audit of their
financial operations related to planning by the State Auditor, or by
auditors or accountants legally qualified to perform municipal audits,
when a local government, instrumentality or planning agency re-
ceives financial or other planning assistance from a federal agency,
the Director of State Planning may accept such federal agency's
audit.

11. State Planning Department; annual and special reports; dis-
tribution

(a)  The State Planning Department shall submit an annual report
to the Governor sixty days before the General Assembly convenes for
a regular session. The annual report shall contain summaries of those
sections of the state development plan which have been amended,
revised, added or deleted during the year which have previously been
filed by the Governor in accordance with Section 8, and the nature
of all such amendments, revisions, additions and deletions shall be
clearly indicated. The annual report shall also contain summaries of
important studies partially or entirely completed by the Planning
office
DEPARTMENT and summaries of the work of the office
DEPARTMENT and of the State Planning Commission.

(b)  The State Planning Department shall also submit special
reports upon the request of the Governor or the General Assembly,
or of the Legislative Council, or at the discretion of the Director, on
those aspects of the Planning Department's work which may be
deemed of current interest. Special reports on major research and
planning projects, as distinguished from mere compilations of cur-
rent data, shall be made available as soon as practicable after
completion.

(c)  The Planning Department shall distribute copies of its annual
report to the members of the General Assembly, to the heads of all
state departments and all local, regional and metropolitan planning
agencies in the state, and upon request, to interested federal agen-
cies. The special reports of the Planning Department shall be dis-
tributed in the same manner as the annual report unless the Gov-
ernor directs otherwise. The Planning Department shall make copies
of special and annual reports available for general distribution or
sale.

SEC. 2. And be it further enacted, That Section 7 of Article 64A
of said Code, title "Merit System", be and it is hereby repealed and
re-enacted, with amendments, to read as follows:

7. Comptroller's office; Veterans' Commission; [Planning Com-
mission ;] Board of Hairdressers and Beauty Culturists.

On and after July 1, 1949, the following positions shall be included
in the classified service of the State, and persons holding said posi-
tions on July 1, 1949 who shall have held such positions for at least
six (6) months prior thereto shall be considered a part of and shall
hold their positions in the classified (service in accordance with this
article and shall be continued in said positions without examination:
All employees of the income tax division, the admissions tax division
and the alcoholic beverages division of the State Comptroller's office
and of the Maryland Veterans' Commission [, and the Director of the
State Planning Commission]; and the principal clerk, the senior
stenographer, the typist, and the two clerks of the State Board of
Hairdressers and Beauty Culturists.
