maintain a complete and modern system of accounting which at all
times reflects the financial condition of the County resulting from
income accrued and liabilities incurred, property owned and funded
obligations, estimated revenue and appropriations authorized, cash
received and disbursed, and any other factors in the preparation of
accurate financial statements.

(3) The Administrative Assistant shall perform all of the func-
tions of the clerk to the County Commissioners. He shall give his
personal attendance at the office of the County Commissioners dur-
ing business hours on every day of the week, except legal holidays.
He is authorized to administer an oath or affirmation to any person
presenting a claim to the Commissioners against the County.

The County Commissioners shall have full authority to make a
temporary appointment of a Deputy Administrative Assistant to
perform the duties of the Administrative Assistant in the event that
illness or other just causes render him unable to perform his duties
as defined by law.

PROVIDED THAT NOTHING HEREIN SHALL EFFECT THE
PERSON WHO IS CLERK TO THE HARFORD COUNTY COM-
MISSIONERS IN OFFICE JUNE 1, 1959.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1959.

CHAPTER 540
(Senate Bill 408)

AN ACT to repeal and re-enact, with amendments sub-section 4(c)
and Sections 9, 10, and 12 of Chapter 446 of the Laws of Maryland
of 1957, title "Montgomery County Revenue Authority Act", to
provide that the County Council for Montgomery County may at
its discretion collaterally agree to pay from its general funds any
deficiency in debt service requirements of bonds of the Authority
up to a total maximum annual payment by the County of $25,000;
and to provide that assets of the Authority may be mortgaged,
sold or assigned with the express written consent of the Council.

Section 1. Be it enacted by the General Assembly of Maryland,
That sub-section 4(c) and Sections 9, 10, and 12 of Chapter 446 of
the Laws of Maryland of 1957, title "Montgomery County Revenue
Authority Act", be and they are hereby repealed and re-enacted, with
amendments, to read as follows:

4. (Powers of the County)

(c) To advance to the Authority from the General Funds of the
County sums to be used by the Authority [solely] to defray expenses
