in the office of both chairman and vice-chairman, the members of
the Council shall elect one of its members chairman and one of its
members vice-chairman.
Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency law and necessary for the immediate preserva-
tion of the public health and safety, and having been passed by a
yea and nay vote, supported by three-fifths of all of the members
elected to each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 49
(House Bill 31)
AN ACT to authorize and empower the County Commissioners of
Somerset County, Maryland, to levy money for the new building
program of the McCready Memorial Hospital at Crisfield, Mary-
land.
Section 1. Be it enacted by the General Assembly of Maryland,
That the County Commissioners of Somerset County, Maryland, a
body corporate, is hereby authorized and empowered to levy the sum
of Eight Thousand Dollars ($8,000.00) for the new building program
of the McCready Memorial Hospital at Crisfield, Maryland, and to
provide this amount in an annual levy of $2,000.00 a year for the
next four years beginning with the year 1959.
It is the opinion of the Board of County Commissioners for said
Somerset County that any aid and assistance given in the enlarge-
ment and maintenance of the facilities of said hospital is in the in-
terest of and for the benefit of the taxpayers and people generally
of said Somerset County.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1959.
