QUISITION BY THE EXERCISE OF THE POWER OF
EMINENT DOMAIN; DECLARING SUCH ACTIVITIES
WHEN AUTHORIZED BY THE GENERAL ASSEMBLY, TO
CONSTITUTE GOVERNMENTAL FUNCTIONS IN FURTHER-
ANCE OF WHICH THE GENERAL ASSEMBLY MAY AU-
THORIZE SUCH COUNTIES AND MUNICIPAL CORPORA-
TIONS TO EXERCISE THE POWER OF TAXATION, TO EX-
PEND PUBLIC FUNDS AND TO EXTEND PUBLIC CREDIT;
PROVIDING AUTHORITY TO THE GENERAL ASSEMBLY
TO GRANT TO SUCH COUNTY OR MUNICIPAL CORPORA-
TION ADDITIONAL POWERS AND AUTHORITY NECES-
SARY OR PROPER TO CARRY INTO FULL FORCE AND
EFFECT THE SPECIFIC POWERS TO BE AUTHORIZED
AND TO PLACE RESTRICTIONS AND LIMITATIONS ON
ANY POWERS WHICH THE GENERAL ASSEMBLY MAY
GRANT TO ANY COUNTY, MUNICIPAL CORPORATION OR
OTHER PUBLIC BODY OR AGENCY; PROVIDING AUTHORI-
TY TO THE GENERAL ASSEMBLY TO CREATE PUBLIC
BODIES OR AGENCIES OR TO UTILIZE EXISTING AGEN-
CIES TO CARRY OUT SUCH ACTIVITIES; AND PROVIDING
FOR THE SUBMISSION OF SAID AMENDMENT TO THE
QUALIFIED VOTERS OF THE STATE FOR ADOPTION OR
REJECTION.

Section 1. Be it enacted by the General Assembly of Maryland,
(Three-fifths of all the members elected to each of the two Houses
concurring), That the following new Section 61, to follow immediate-
ly after Section 60 of Article III, be and the same is hereby pro-
posed as an amendment to Article III of the Constitution of Mary-
land, the same if adopted by the legal and qualified voters of the
State as herein provided, to become a part of the Constitution of
Maryland.

ARTICLE III
Legislative Department

61. (a) The governing authority of the county and the legislative
body of any municipal corporation (other than Baltimore City)

which has or
A CHARTER FORM OF GOVERNMENT OR WHICH

adopts a charter form of government as authorized by Article XI-A

or XI-E of the Constitution, is authorized and empowered, and the
General Assembly of Maryland may authorize and empower any
county or any municipal corporation (other than Baltimore City)

either by public general or public local law:

61. (A) THE GENERAL ASSEMBLY MAY AUTHORIZE AND
EMPOWER ANY COUNTY OR ANY MUNICIPAL CORPORA-
TION, BY PUBLIC LOCAL LAW:

(1) To carry out urban renewal projects which may involve
SHALL BE LIMITED TO slum clearance IN SLUM OR BLIGHTED
