to time be deemed necessary for corporate purposes, by levying
and assessing the same generally upon the whole of the assessable
property of said town; provided, that the taxes for all purposes
shall not exceed [forty cents] $1.00 on every one hundred dollars
worth of taxable property in any one year, which taxes shall be
collected by such person as the said Commissioners may see fit to
appoint; and the said Commissioners shall fix the term of office,
amount of bond and compensation of such collectors.
Sec. 2. And be it further enacted, That the effectiveness of this
Act shall be subject to the requirement of Section 5 of Article HE
of the Constitution of Maryland that no such local law shall become
effective in regard to a municipal corporation until and unless it
shall have been approved at a regular or special municipal election
by a majority of the voters of that municipal corporation voting on
the question.
Sec. 3. And be it further enacted, That this Section is hereby
declared to be an emergency measure and necessary for the im-
mediate preservation of the public health and safety, and having
been passed by a yea and nay vote supported by three-fifths of the
members elected to each of the two houses of the General Assembly,
the same shall take effect from the date of its passage.

(House Bill 363)
AN ACT to authorize and empower the County Commissioners of
Cecil County to borrow, upon the faith and credit of the County
an amount not to exceed $180,000.00 and to evidence such borrow-
ing by the issuance and sale of the general obligation bonds of the
County in such form and bearing such rate or rates of interest as
said County Commissioners may by resolution determine, provided
the average interest cost of each issue of such bonds shall not
exceed four per centum (4%) per annum; to provide that all pro-
ceeds of the sale of any such bonds shall be used exclusively for
the purpose of constructing an addition to the Union Hospital,
situated in Elkton, Cecil County, Maryland, for equipment used
in connection therewith, and for the payment of architects' and
other professional fees in connection therewith; to authorize and
direct the County Commissioners of Cecil County to provide for the
payment of the maturing principal of and the interest on any
bonds issued hereunder by the annual levy, until all of said bonds
and the interest thereon, shall have been paid or provisions made
for their payment, of ad valorem taxes upon all property subject
