cation and to the grade and progress they are making in the
institution attended.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 284 (e) of Article 77 of the Annotated Code of Mary-
land (1958 Supplement), title "Public Education", sub-title "Chapter
27. Free Scholarships", be and the same is hereby repealed and re-
enacted, with amendments, to read as follows:
284. Scholarships in education.
(e) Admission of applicant to eligible institution; conditions for
retaining scholarship.—Any applicant certified for a scholarship in
education may place the certification for the next ensuing scholastic
year with any one of the several eligible institutions as defined in
sub-section (b) of this section. The institution at its discretion may
reject the applicant according to its admission standards, or if he
appears by reason of character, temperament or other cause to be
of unsatisfactory potential as a teacher in the public school system
of this State. Provided, however, that the respective institutions in
accepting said applicants shall take into consideration the financial
condition of the parents or guardians of the several applicants and
no applicant whose parents or guardians are able to pay said tuition
and/or board shall be accepted. Once appointed to a scholarship
and accepted by one of the eligible institutions, the applicant may
hold it for four years subject to the following conditions:
(1) That he give a bond to the State of Maryland, in such amount
and with such security as may be approved by the president of the
eligible institution, that he will teach in the public schools of this
State for not less than two years after leaving the eligible institution,
(2) that he be enrolled in the institution's curriculum leading to a
teacher's certificate in the public school system of Maryland, (3) that
[his grades be passing and in the upper fifty per centum of all
persons enrolled in his class] in the judgment of the institution in
WHICH he is enrolled he is making satisfactory progress toward
graduation, and (4) that in the judgment of the institution, his
character, temperament and deportment be of satisfactory potential
for a teacher in the public schools of Maryland.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1959.
