reason of excess income received from the estimated revenue over
the expenditures for such year or by reason of unexpended appro-
priations or unexpended emergency fund for such year, the said
surplus shall be passed by the Board of County Commissioners to a
fund which shall be a part of the revenue for the ensuing fiscal year.

Provided, however, and all the provisions of this Act are subject
to this proviso, that in order to meet any unexpected emergency or
contingency, the County Commissioners of said county are author-
ized to temporarily borrow on promissory notes during [the] any
fiscal year [1931-1932] a sum or sums of money not to exceed
[seventy-five thousand dollars ($75,000)] one hundred thousand
dollars ($100,000),
the same to mature and be paid not later than
November first of the following fiscal year [; and said County Com-
missioners are authorized to temporarily borrow on promissory notes
during the fiscal year 1932-1933 a sum or sums of money not to
exceed fifty thousand dollars ($50,000), the same to mature and be
paid not later than November first of the following fiscal year; and
said County Commissioners are authorized to temporarily borrow
on promissory notes during the fiscal year 1933-1934 and each year
thereafter, a sum or sums of money not to exceed thirty-five thou-
sand dollars ($35,000), the same to mature and be paid not later
than November first of the following fiscal year].

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1959.

CHAPTER 308
(House Bill 15)

AN ACT to repeal and re-enact, with amendments, Sub-sections (a)
and (b) of Section 37 of Article 64A of the Annotated Code of
Maryland (1957 Edition), title "Merit System", and to add a new
Sub-section to said Section 37, to be known as Sub-section (f) and
to follow immediately after Sub-section (e) of said Section 37, pro-
viding for the accrual and availability of annual vacation and
sick leave for classified State employees, and the computation of
credits to and deductions from such employees' pay based upon
the number of working days included in the period for which they
are paid their established bi-weekly compensation.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sub-sections (a) and (b) of Section 37 of Article 64A of the
Annotated Code of Maryland (1957 Edition), title "Merit System",
be and they are hereby repealed and re-enacted, with amendments,
and a new Sub-section is hereby added to said Section 37, to be
