said Commissioners may remove any of said persons from their
positions, but only in the manner hereinafter provided. And said
Commission may also rent or lease all proper and necessary offices
and other places which it may deem proper and necessary for the
performance of its duties and the purposes of law. The said Commis-
sion shall keep a journal in which shall be entered all its proceedings
in detail, the correctness of the same to be attested at each succeed-
ing meeting by the Chairman and Secretary of the Commission.
Said Commission shall also keep books showing in detail all expendi-
tures of money in the State in connection with the establishment
or improvement of roads, and in connection with all work whatso-
ever of the Commission, which books and records shall be open to
the inspection of any taxpayer of the State at any time. No member
of said Commission shall become pecuniarily interested in any con-
tract for work done or material provided in connection with any
of the work of said Commission. The Commission may, from time
to time, adopt such by-laws and rules of procedure for the conduct
of its business as it may deem necessary, and it is authorized to
establish such departments within the Commission as it deems neces-
sary to perform properly the objectives and duties of said Com-
mission,
It shall annually compile and publish maps and statistics
relating to the public roads of the State and showing the progress
and status of the work done or entered upon by it and separately
for the several counties. All maps, plans and statistics made, col-
lected and compiled under its direction shall be preserved in its
office and shall be open to the inspection of any taxpayer of the
State. All contracts, agreements, grants, licenses, made or entered
into by the Commission shall be recorded in books kept for that
purpose, which shall always be open to the inspection of the public.
[It shall be the duty of the members of the Commission to travel
over and personally inspect the public highways in the several parts
of the State and the work being done on the same, in order that
they may have, as far as possible, personal knowledge of the require-
ments of the several sections of the State in reference to the matter
of roads as well as of the progress from time to time of the work
of said Commission.]

3 A. The Comptroller of the Commission shall supervise the financial
affairs of the Commission and be in control of the finances and ac-
counting of said Commission. Said Comptroller is authorized to con-
sult and confer with the Governor concerning the fiscal affairs of
the Commission and he can be relieved of his duties or replaced only
by the Governor.

3B. The Attorney General of the State shall be the legal adviser
to the Commission. He is authorized, any statute or statutes to the
contrary notwithstanding, to appoint such assistant or assistants, or
special attorneys, as may be required to furnish all legal service and
advice to the Commission.

7A. Powers and Duties of Director and Commission.

The Director of Highways shall have exclusive jurisdiction and
control over the location, construction, geometries, design and main-
tenance of the highways that embrace the Interstate system of high-
ways and the highways that embrace the Primary system of high-
ways, as the Primary system is hereinafter defined. He shall have
