title "State Roads", and to add four new sections to be known
as Sections 3A, 3B, 7A and 7B of said Article 89B, said new
sections 3A and 3B to follow immediately after Section 3 and
Sections 7A and 7B to follow immediately after Section 7 of
said Article, abolishing the three-member State Roads Com-
mission and creating a seven-member State Roads Commission
and providing for the method of their appointment, their terms
and their powers and duties; providing for the designation of
one of the members as Director of Highways for the State of
Maryland and providing the powers and duties of said office,
and generally relating to the State Roads Commission and the
members thereof; authorizing the Commission to establish cer-
tain departments within the organization; providing that the
Comptroller of the Commission can be relieved of his duties only
by the Governor; providing that the Attorney General or his
designees shall be the legal adviser to the Commission; and pro-
viding the Commission with authority to establish certain high-
ways as primary highways and certain highways as secondary
highways under certain conditions.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 1 and 3 of Article 89B of the Annotated Code of
Maryland (1957 Edition) be and they are hereby repealed and re-
enacted with amendments and that four new sections be and are
hereby added to said Article, said new sections to be known as
Sections 3A, 3B, 7A and 7B, said new Sections 3A and 3B to fol-
low immediately after Section 3 and said new sections 7A and 7B
to follow immediately after Section 7 of said Article, all to read
as follows:

1. [The State Roads Commission shall consist of three members
to be appointed by, and to hold office during the pleasure of, the
Governor, one of whom he shall designate as Chairman of the Com-
mission. One of said members shall be a resident of the Eastern
Shore of Maryland, one a resident of the counties of the Western
Shore of Maryland and one a resident of Baltimore City or a per-
son who at the time of his appointment has, and for a period of at
least two years immediately prior thereto has continuously had,
his principal place of business, employment, or professional activity
in Baltimore City. At least one member of said Commission shall
bona fide belong to or be affiliated with that one of the two lead-
ing political parties in the State opposite to the party to which
the Governor belongs. The Governor shall have the power, in his
discretion, to remove any member of said Commission at any time,
and to appoint another qualified person in his stead, and to fill any
vacancy caused by death, resignation, incapacity, removal or other
cause. The members of said Commission shall take the oath pre-
scribed by Article 1, Sec. 6 of the State Constitution and shall
receive such compensation as may be provided for in the budget.
A majority of the members of said Commission shall constitute a
quorum for the transaction of business. The Chairman shall pre-
side over its meetings and perform such other duties as may be
imposed upon him by law or as may be assigned to him by said
Commission.]
