Welfare", sub-title "In General", to follow immediately after Sec-
tion 12 thereof, relating to payment of assistance to guardian of
recipient who is incompetent or unable to handle the assistance
granted to him, and other matters generally related thereto.

Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 12A be and it is hereby added to Article 88A
of the Annotated Code of Maryland (1957 Edition), title "State
Department of Public Welfare", sub-title "In General", to follow
immediately after Section 12 thereof, and to read as follows:

12A. (Payments to Incompetents,) If any applicant or recip-
ient is incompetent or unable to handle the assistance granted him,
and has no legal guardian or committee, the Circuit Court of the
counties, or the Equity Courts of Baltimore City, upon petition of
any County Department, or the Department of Public Welfare of
Baltimore City, and with the consent of the next of kin, next friend,
natural guardian or custodian of the applicant or recipient, shall
have the power after notice and hearing to appoint a competent
person as his guardian for assistance, without bond, whose duty it
shall be without compensation to receive and disburse the recipient's
assistance on his behalf and to make true and accurate account
thereof as often as required. Funds in the hands of any such guard-
ian for assistance shall be expended only for the purposes contem-
plated by this Article, or as directed in the grant of assistance.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1959.

AN ACT to repeal and re-enact, with amendments, Section 19(a)
SECTIONS 19 (A) AND 20 (A) of Article 2B of the Annotated
Code of Maryland (1957 Edition), title "Alcoholic Beverages", sub-
title "Beer, Wine and Liquor Licenses", relating to the sale for con-
sumption of alcoholic beverages under Class B beer, wine and
liquor licenses in Queen Anne's County, and relating generally to
alcoholic beverages therein.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 19 (a) SECTIONS 19 (A) AND 20 (A) of Article 2B
of the Annotated Code of Maryland (1957 Edition), title "Alcoholic
Beverages", sub-title "Beer, Wine and Liquor Licenses", be and it is
hereby repealed and re-enacted, with amendments, to read as follows:
