As a result of the enactment of House Bill No. 332, it would be
surplusage to place my signature on House Bill No. 477. Consequently,
I am vetoing this measure with the understanding that the provisions
provided in the same have already been taken care of in House Bill
No. 332.

House Bill No. 562—Employees' Retirement System

AN ACT to repeal and re-enact, with amendments, Section 3(5) of
Article 73B of the Annotated Code of Maryland (1957 Edition),
title "Pensions", sub-title "In General", relating to credit for
prior service to the political sub-divisions of the State for elected
or appointed officials under the Employees' Retirement System
laws.

Dear Mr. Speaker:

I have today vetoed House Bill No. 562, and in accordance with
Article II, Section 17 of the Constitution of our State, I am returning
this bill to the House of Delegates, along with my reasons for vetoing
the same.

During the recent session of the General Assembly Senate Bill No.
10 and House Bill No. 562 were approved by both Houses of the
Legislature. Both of these bills pertain to the State Employees' Re-
tirement system, in that they are designed to give credit for prior
service to a political subdivision of the State for elected or appointed
officials under the Employees' Retirement System laws.

The provisions of House Bill No. 562 are included in Senate Bill
No. 10, which I intend to sign on May 5, 1959. My reason for taking
this action is best stated in a letter received by me on April 27, 1959,
signed by J. P. Mannion, Director of the Employees' Retirement Sys-
tem. This letter, in its entirety, states:

"We respectfully request that you veto House Bill No. 562, in

view of the fact that the provisions of this bill are included in Senate

Bill No. 10."

For the reasons stated herein I am vetoing this particular bill and
returning the same to your body.
