Whereas, according to the cost of living index records issued by
the United States Department of Labor, the cost of living increased
by 7% from July 1, 1956 to July 1, 1958; and
Whereas, the new pay scales for State employees generally do
not reflect this increase in the cost of living; and
Whereas, it is the belief of the General Assembly of Maryland
that past selective and general pay increases for State employees
have only temporarily relieved, and have not solved, the perennial
problem of relating the compensation of State employees to the
changes in the cost of living indexes, and a permanent method of
keeping such pay scales adjusted to the cost of living index should
eliminate the necessity for general pay increases; now therefore be
it
Resolved by the General Assembly of Maryland, That the State
Employees Standard Salary Board is hereby requested to (1) study
the need, if any, for a cost of living increase in the pay scales for
all State employees, as such pay scales are designated in "Plan No.
2" of said Board which became effective on March 4, 1959; and (2)
study the desirability of permanently adjusting the pay scales of
State employees to the cost of living index as issued from time to
time by the United State Department of Labor, or any appropriate
or comparable Federal agency to which such function may be trans-
ferred in the future, with provisions for automatic increases or
decreases in the basic pay scales for State employees as such cost
of living index may increase or decrease; and be it further
Resolved, That the said State Employees Standard Salary Board
be and it is hereby requested to report the results of its study of
this problem to the 1959 Legislative Council, not later than October
1, 1959, and to the 1960 Session of the General Assembly of Mary-
land.
