The Governor may remove any commissioner [for inefficiency,
neglect of duty, or misconduct in] from office [, giving to him a copy
of the charges against him and an opportunity of being publicly
heard in person or by counsel, in his own defense,] upon not less
than ten days' notice. If such commissioner shall be removed from
office, the Governor shall file a copy of such order of removal prompt-
ly thereafter in the office of the Secretary of State [a complete state-
ment of all charges made against such commissioner, and his findings
thereon, together with a complete record of the proceedings]. No
person shall be eligible for appointment or shall hold the office of
commissioner or be appointed by the Commission, or hold any office
or position under the Commission, who holds any official relation to
any association or corporation engaged in or conducting racing within
the State of Maryland, or holds stock or bonds therein, or who has
any pecuniary interest therein.
Sec. 2. And be it further enacted, That the terms of the members
of the Racing Commission who are in office on May 31, 1959, shall
expire immediately as of that date, and the Governor shall appoint
new commissioners as of June 1, 1959. Thereafter, all appointments
shall be for the term or terms as hereinbefore provided.
Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1959.
