STRAIGHT LINE TO THE CENTER OF PINEY CREEK WHERE
SAID CREEK CROSSES THE ROAD RUNNING BETWEEN SUR-
RATTSVILLE AND CHELTENHAM; THENCE SOUTHERLY
ABOUT 1.3 MILES WITH THE CENTER LINE OF SAID PINEY
CREEK TO THE CENTER LINE OF PISCATAWAY CREEK;
THENCE SOUTHWESTERLY ABOUT 5.3 MILES WITH THE
CENTER LINE OF PISCATAWAY CREEK TO ITS POINT OF
INTERSECTION WITH THE EXISTING REGIONAL DISTRICT
BOUNDARY; THENCE NORTHERLY AND EASTERLY ABOUT
10.8 MILES WITH THE SAID EXISTING REGIONAL DISTRICT
BOUNDARY TO THE POINT OF BEGINNING.

(4) NO MUNICIPAL CORPORATION WITHIN THE AREAS
ADDED BY THIS SUBSECTION TO THE MARYLAND-WASH-
INGTON REGIONAL DISTRICT SHALL BE AUTHORIZED, BY
MEANS OF AN AMENDMENT TO ITS CHARTER OR OTHER-
WISE, TO EXERCISE ANY OF THE POWERS RELATING TO
PLANNING, SUBDIVISION CONTROL AND/OR ZONING NOW
OR HEREAFTER GRANTED BY THE SAID MARYLAND-WASH-
INGTON REGIONAL DISTRICT ACT TO THE MARYLAND-
NATIONAL CAPITAL PARK AND PLANNING COMMISSION OR
THE COUNTY COMMISSIONERS OF PRINCE GEORGE'S
COUNTY. IF THIS PARAGRAPH SHALL FOR ANY REASON
BE HELD BY ANY COURT OF COMPETENT JURISDICTION TO
BE INVALID, IT IS HEREBY DECLARED TO BE THE IN-
TENTION OF THE GENERAL ASSEMBLY THAT THIS SUB-
SECTION IS SEVERABLE AND THAT THE REMAINING POR-
TIONS OF THIS SUBSECTION WOULD HAVE BEEN ENACTED
WITHOUT THE INVALID PORTIONS.

58. Englargement of Regional District in Prince George's County.

(a)  Authorized.Any area in Prince George's County within any
one election district and which area abuts territory within the Re-
gional District may be annexed to the Commission and included
within the boundaries of the Regional District, subject to laws and
provisions appertaining thereto by ordinance adopted by the County
Commissioners of Prince George's County, subject to the conditions
hereinafter stated.

(b)  Petition to initiate proposal.The proposal for such inclusion
shall be initiated by a written petition, signed by not less than
twenty-five per centum (25%) of the persons who reside in the
area to be annexed and who are registered as voters in county
elections, and by the owners of not less than twenty-five per centum
(25%) of the assessed valuation of the real property located in the
area to be included. Upon the presentation of such a petition to
the County Commissioners, the Chairman thereof shall cause to be
made a verification of the signatures and shall ascertain that the
persons signing the petition represent at least twenty-five per cent-
um (25%) of the persons who reside in the area to be included and
who are registered as voters in county elections, and the owners of
twenty-five per centum (25%) of the assessed valuation of the real
property located in the area to be included. Upon verifying that
the requirements of this sub-section have been complied with, the
Chairman of the County Commissioners shall promptly cause to be
