roads, street railways, and other arteries of traffic; the manner of
effecting such co-relationship; and what improvements and new
facilities should be provided for a comprehensive and coordinated
development of transportation for the Metropolitan District; and to
submit to the General Assembly from time to time any other rec-
ommendations respecting legislation which the Commission, as a re-
sult of its activities, may regard as to the best interests of the Met-
ropolitan District.

42. Street Names and House Numbers.

(a)  Authority of Commission.For the purpose of removing
confusion because of a duplication of street names and in order to
secure a uniformity of street names and numbering of houses, the
Commission is authorized to name and re-name any street or high-
way and to number and re-number the houses within the boundaries
of the Metropolitan District. The Commission has the power to
correct mistakes and to change existing names of streets and high-
ways, and to re-name the streets and highways from time to time
and to place or to have placed proper signs showing or indicating
the names of streets and highways. The Commission also has the
power to change existing numbers of houses and to change these
numbers from time to time, provided each new number or change of
number is reported to the owner or occupant of the building. The
Commission also is authorized to place or to have placed the new
numbers on the building or premises.

(b)  Rules and regulations.The Commission has the power to
make reasonable rules and regulations for carrying out any of the
changes in street or highway names or numbers of houses. Any
violation of any such rules and regulations shall be deemed to be a
misdemeanor punishable as such under the general penalty pro-
visions of this Article.

(c)  Expenses of this section.For the purpose of paying the
costs and expenses in carrying out the provisions of this section the
Commission is authorized in its discretion to appropriate and ex-
pend any surplus, or so much thereof as may be necessary, from
fees for building permits issued in each county respectively, as may
be on hand from time to time.

43. Flood Control Powers.

(a) Powers.The Commission is authorized and directed to con-
demn land and easements which may be necessary in the construc-
tion of levees and other flood control works, whenever in its judg-
ment it is necessary to provide for flood control within the Metro-
politan District. The condemnation proceedings shall be in ac-
cordance with the general powers elsewhere provided in this Article.
The Commission is authorized to assume all damages incident to
any flood control works or improvements which it may be found
necessary to construct, except damages to land and easements of
railroads or other public utilities. The Commission also has the
power to agree to furnish, without cost to the United States or any
agency thereof, all lands and easements which may be needed in the
construction of any flood control works or improvements, and has
