J. MILLARD TAWES, GOVERNOR                          1223

CEED FIVE CENTS (5c) ON EACH ONE HUNDRED DOLLARS
OF ASSESSABLE PROPERTY WITHIN SAID UPPER MONT-
GOMERY COUNTY METROPOLITAN DISTRICT, WHICH TAX
SHALL BE COLLECTED AND PAID OVER TO THE MARYLAND-
NATIONAL CAPITAL PARK AND PLANNING COMMISSION
AND SHALL BE EXPENDED BY SAID COMMISSION FOR THE
ACQUISITION, MAINTENANCE AND DEVELOPMENT OF
PARKS AND PLAYGROUNDS IN SAID UPPER MONTGOMERY
COUNTY METROPOLITAN DISTRICT, PROVIDED THAT NO
PART OF THE REVENUE DERIVED FROM SUCH TAX SHALL
BE EXPENDED FOR THE AMORTIZATION OF BONDS OR
OTHER CERTIFICATES OF INDEBTEDNESS.

THAT PORTION OF THE MARYLAND-WASHINGTON METRO-
POLITAN DISTRICT IN MONTGOMERY COUNTY EXISTING
PRIOR TO THE EFFECTIVE DATE OF THIS SECTION, AND
INCLUDING ANY EXTENSIONS THAT MAY BE MADE TO IT
FROM TIME TO TIME, FOR PURPOSES OF DISTINCTION IS
DESIGNATED AND SHALL BE KNOWN AS THE "LOWER
MONTGOMERY COUNTY METROPOLITAN DISTRICT" AND
SHALL IN ALL OTHER RESPECTS BE UNAFFECTED BY THE
PROVISIONS OF THIS SECTION.

Acquisition and Disposal of Property

23. Capper-Cramton Act; Compliance; Cooperation from other
Agencies.

(a)  Commission to be representative of State.In the acquisition
and development of land or other property or the exercise of its duties
under this Article and/or for the purpose of complying with the pro-
visions of paragraphs or sub-sections (a) and (b) of Section 1 and/or
securing the funds authorized to be appropriated by said sub-sections
(a) and (b) of Section 1 of an Act of the Congress of the United
States known as Public Act 284, 71st Congress, entitled "An Act
for the acquisition, establishment and development of The George
Washington Memorial Parkway along the Potomac from Mount Ver-
non and Fort Washington to the Great Falls, and to provide for the
acquisition of lands in the District of Columbia and the States of
Maryland and Virginia requisite to the comprehensive park, park-
way and playground system of the National Capital", as amended,
OR BY ANY OTHER FEDERAL, STATE OR LOCAL LAW, NOW
OR HEREAFTER ENACTED, the Commission may act in conjunc-
tion and cooperation with the National Capital Planning Commission
created by Act of Congress, approved April 30, 1926, as amended,
OR SUCH OTHER APPROPRIATE GOVERNMENTAL AGENCY.
The Commission is designated as the representative of the State of
Maryland for these purposes.

(b)  Cooperation with other governmental agencies and officials.
For the purposes outlined hereinabove in this section, the Commis-
sion is authorized and empowered to enter into such commitments and
agreements with the National Capital Planning Commission,
OR
SUCH OTHER APPROPRIATE GOVERNMENTAL AGENCY, as
in the discretion of the Commission may seem necessary. The Com-
mission is further empowered to act in conjunction and cooperation
with other representatives or officials of the United States Govern-
