5. Compensation of Members of Commission.
Each member of the Commission shall receive an annual salary
of thirty six hundred dollars ($3,600) payable monthly from the
administrative tax collected by the Commission. In the discretion
of the respective appointing authorities, a member of the Commis-
sion from each county may be designated to serve on a full-time
basis, and this member may be either the Chairman or the Vice-
Chairman of the Commission if the governing body so directs. For
any such member designated to serve on a full-time basis, the gov-
erning body may authorize such supplementary salary as it may deem
appropriate, and this supplementary salary shall also be payable
from the administrative tax collected by the Commission.
6. Organization of the Commission.
The Commission, by a majority vote, shall elect a Chairman and
a Vice-Chairman, who shall not be from the same county. The
Chairman shall preside at meetings of the Commission and shall
perform the other customary duties of such office. The Vice-Chair-
man shall preside in the absence of the Chairman and in addition
shall be responsible for liaison between the Commission and its De-
partment of Parks. The Chairman and the Vice-Chairman of the
Commission shall also serve as Chairmen of their respective county
planning boards, as hereinafter in this Article constituted.
7. Officers of the Commission.
The Commission shall appoint a Secretary-Treasurer, WHO
SHALL BE A BONDED OFFICIAL, a general Counsel, a Director
of Planning, a Director of Parks, and a Director of Public Rela-
tions. The Director of Planning and the Director of Parks shall
not be residents of the same county. If such a position is deemed
by the Commission to be necessary, it shall appoint a Director of
Land Acquisition. All of these officials shall be heads of depart-
ments and shall serve at the pleasure of the Commission. Of all
the heads of departments not more than three shall be residents
of the same county. The Commission shall from time to time fix the
compensation of the several heads of departments.
8. Employees of the Commission.
The Commission may appoint, fix the compensation of, or con-
tract for the services of such planning, engineering, administrative,
auditing, clerical or other employees as from time to time in its
judgment may be necessary for the administration of this Article,
on a regional basis.
9. Bonds of Officers and Employees.
The Commission may require any officer or employee to give bond
with surety approved and in a sum to be fixed by the Commission.
10. Offices of the Commission.
The Commission is authorized to maintain offices in Montgomery
and Prince George's Counties, and to hold meetings, conduct hear-
ings, and perform any or all of the duties vested in it by this Article
