38A. One of the judges of the second circuit shall be a resident of
Cecil County and the THE county commissioners of Cecil County
shall pay him TO THE JUDGE OF THE SECOND JUDICIAL CIR-
CUIT RESIDENT IN CECIL COUNTY the sum of $2,500 annually
in addition to the salary received by said judge from the State of
Maryland, said payments to be made in monthly equal installments
beginning June 1, 1959.
Sec. 2. And be it further enacted. That this Act shall take effect
June 1, 1959.

AN ACT to create the Baltimore Metropolitan Area Mass Transit
Legislative Commission to be appointed by the Governor and
defining the duties thereof and providing for the effective date
thereof.
Whereas, Numerous organizations, public officials and study-
groups have within the past decade recognized the necessity for co-
ordinated Metropolitan Baltimore mass transit planning and action;
and
Whereas, The Maryland General Assembly has on two occasions
considered legislation dealing with such transit measures but has
not felt sufficiently informed to act favorably on such legislation
despite its growing recognition that Metropolitan mass transit is
disjointed and deteriorating at a dangerous pace; and
Whereas, The economic well being of the political subdivisions
involved compels a swift and effective legislative program; and
Whereas, The success of any such legislation is in large measure
dependent upon the common agreement and cooperation of the
political subdivisions affected,
Section 1. Be it enacted by the General Assembly of Maryland,
That there is hereby created the Baltimore Metropolitan Area Mass
Transit Legislative Commission to be appointed by the Governor
and to consist of at least eleven FIFTEEN EIGHTEEN members,
to be chosen as follows:
One member to be selected from the Baltimore City delegation in
the Maryland General Assembly, one from the Anne Arundel County
delegation, one from the Baltimore County delegation and one from
