corporated town, under the supervision and discretion of the town
commissioners and bailiff of such town, and if on the public
roads of
Cecil County then
ON THE COUNTY ROADS SYSTEM OR ON
ANY COUNTY PROPERTY under the direction and supervision of
the County Commissioners or the road supervisor of any district who
may be authorized by the County Commissioners to work same, and
the labor performed by such prisoners may include every service
necessary for the purpose of
CLEARING, draining, grading, shelling,
paving or repairing such public streets or other highways
COUNTY
ROADS of Cecil County within or without OUTSIDE the limits of
any incorporated town therein. For any such work performed for
the County Commissioners of Cecil County, the County Commis-
sioners are authorized and empowered to pay to the person
PRIS-
ONER performing the work compensation in an amount not to ex-
ceed $1.00 per day.
IN THE CASE OF A PRISONER CHARGED
WITH NON-SUPPORT OF WIFE OR FAMILY, OR ANY PRIS-
ONER WHOSE SPOUSE IS RECEIVING, FOR HERSELF OR
FOR THE PRISONER'S CHILD OR CHILDREN, PUBLIC WEL-
FARE OR OTHER ASSISTANCE FROM THE COUNTY AND/OR
THE STATE, ANY PAYMENTS FOR HARD LABOR RECEIVED
BY THE PRISONER UNDER THIS SECTION SHALL BE PAID
OVER TO HIS SPOUSE FOR HER SUPPORT OR THE SUP-
PORT OF THE PRISONER'S CHILD OR CHILDREN, OR TO
THE STATE AND/OR COUNTY AGENCY PROVIDING THE
PUBLIC WELFARE OR OTHER ASSISTANCE, SUBJECT TO
SUCH REGULATIONS THEREFOR AS THE COUNTY COM-
MISSIONERS MAY, IN THEIR DISCRETION, ESTABLISH.

If any officer or other person having such prisoner in charge for
the performance of such work or labor, connive at or by his wilful
neglect, permit the escape of any such prisoner, he shall be guilty of
a misdemeanor, and upon indictment and conviction of such offense
in the Circuit Court for Cecil County, be fined not less than twenty
dollars or more than fifty dollars, or be confined in the county jail.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1959.

(House Bill 688)

AN ACT to propose an amendment to Section 21 of Article IV of
the Constitution of Maryland, title "Judiciary Department", sub-
title "Part III—Circuit Courts", to provide for an additional Judge
of the Circuit COURT in Montgomery County, to be elected by the
qualified voters of said County at the first biennial general election
