Commissioners shall be a resident of each of said three Commissioner
Districts for one year prior to the General Election; that is to say,
one shall be a resident of the first Commissioner District and the
candidate residing in said District who receives the largest num-
ber of votes of all other candidates residing in said District shall be
deemed nominated by his party in the Primary Election and elected
in the General Election; one shall be a resident of the second Com-
missioner District and the candidate residing in said District who
receives the largest number of votes of all other candidates residing
in said District shall be deemed nominated by his party in the
Primary Election and elected in the General Election; one shall be
a resident of the third Commissioner District and the candidate
residing in said District who receives the largest number of votes
of all other candidates residing in said District shall be deemed
nominated by his party in the Primary Election and elected in the
General Election; so that the Board of County Commissioners shall
be composed always of a representative from each of said Com-
missioner Districts. [Each of these said Commissioners must be
elected by the voters of the entire County. [The Commissioner who
receives the largest number of votes in the General Election shall be
the chairman with an additional compensation for his duties of five
hundred dollars ($500.00) per annum above the salary hereinafter
provided.]
(c) They shall receive an annual salary of [four thousand dollars
($4,000.00)] sixty five hundred dollars ($6,500.00) FIVE THOU-
SAND DOLLARS ($5,000.00), payable monthly by the Treasurer
of said County and they are required to meet for the transaction
of public business at their office at Bel Air at least one day each
week, and as much oftener as the proper discharge of their
official duties may require. Said County Commissioners shall not
receive any additional compensation for any services required to
be performed pursuant to their duties as County Commissioners,
including their duty to review assessments; [provided further that
the said County Commissioners shall be paid by the Treasurer of
said County actual traveling expenses incurred in the conduct of
their duties, but not to exceed in the aggregate Seven Hundred and
Fifty Dollars ($750.00).] provided further that each of the said
County Commissioners shall be paid by the Treasurer of the County
actual traveling and other expenses incurred in the conduct of his
duties not to exceed $750.00 $500.00 per year for each commissioner.
Sec. 2. And be it further enacted, That the provisions of this
Act relating to increase in salary shall not be construed to extend
or apply to the County Commissioners of Harford County in office
on the effective date hereof, but shall take effect with the next term
of officer, BUT THE INCREASE IN THE ALLOWANCE FOR
EXPENSES SHALL BE IMMEDIATELY EFFECTIVE.
Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1959.
