Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1959.

CHAPTER 724
(House Bill 862)

AN ACT to add twelve new sections to Article 9 of the Code of Public
Local Laws of Maryland (1930 Edition), title, "Charles County",
sub-title "County Commissioners", said new sections to follow
immediately after Section 84 of said Article, to be designated
Sections 84A to 84L, inclusive, and to authorize the County Com-
missioners of Charles County to promote the public welfare through
the provisions of self-liquidating projects, including public service
projects, other than those authorized by any other law or electric,
gas or railroad utilities, and including manufacturing and indus-
trial plants which will increase employment; empowering the
County to acquire and construct any such projects that will be
self-liquidating and to charge rents, fees or tolls for the use there-
of; empowering said County to issue revenue bonds to finance any
such projects, such bonds and the interest thereon to be payable
solely from such rents, fees or tolls and not to constitute, under any
circumstances, a pledge of the faith, credit and taxing power of
the County or of the State of Maryland; conferring on said County
necessary detailed powers with respect to the acquisition and con-
struction of said projects and with respect to the issue, sale and
security for the payment of said revenue bonds, including author-
ity to adopt appropriate resolutions and execute appropriate in-
dentures of trust prescribing the rights and remedies of bond-
holders and the rights and obligations of the County with refer-
ence thereto and with reference to any such project; declaring any
such project to be for the public use and benefit and exempting
the same as well as the principal and interest of any such revenue
bonds from State, county and municipal taxation.

Section 1. Be it enacted by the General Assembly of Maryland,
That twelve new sections be and the same are hereby added to
Article 9 of the Code of Public Local Laws of Maryland (1930 Edi-
tion), title "Charles County", sub-title "County Commissioners", said
new sections to follow immediately after Section 84 of said Article
and to be designated Sections 84A to 84L, inclusive and to read as
follows:

84A. That for the purpose of promoting the public health, welfare
and safety of the residents of Charles County through the promotion
and development of commerce and industry in said County and the
creation of employment for said residents, the following power and
authority is hereby conferred on the County Commissioners of
