to follow immediately after Section 9 thereof and said Section
35A to be under the sub-title "Planning" and to follow immediately
after Section 35 thereof, adding to and extending the express
powers of chartered counties by enabling such counties to enact
local zoning and planning laws and eliminating possible conflicts
between the express powers act and the enabling act.

Section 1. Be it enacted by the General Assembly of Maryland,
That two new sections be and they are hereby added to Article 66B
of the Annotated Code of Maryland (1957 Edition), title "Zoning
and Planning", one of said new sections to be known as Section 9A,
to be under the sub-title "Zoning" and to follow immediately after
Section 9 thereof, the other of said new sections to be known as
Section 35A, to be under the sub-title "Planning" and to follow im-
mediately after Section 35 thereof, and to read as follows:

9A. Anything contained in this sub-title to the contrary notwith-
standing, the powers conferred herein shall be construed wherever
possible as additional and supplemental to the express powers to
enact laws relating to planning and zoning granted to and conferred
upon the chartered counties of Maryland by Section 5 of Article 25A,
and to the extent that any of the provisions of this sub-title may be
inconsistent with or contrary to any local laws, ordinances or regu-
lations adopted by virtue of or pursuant to such express powers,
such provisions of this sub-title shall not apply to the chartered
counties of Maryland.

35A. Anything contained in this sub-title to the contrary not-
withstanding, the powers conferred herein shall be construed where-
ever possible as additional and supplemental to the express powers
to enact laws relating to planning and zoning granted to and con-
ferred upon the chartered counties of Maryland by Section 5 of
Article 25A, and to the extent that any of the provisions of this
sub-title may be inconsistent with or contrary to any local laws,
ordinances or regulations adopted by virtue of or pursuant to such
express powers, such provisions of this sub-title shall not apply to
the chartered counties of Maryland.

Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure necessary for the immediate preserva-
tion of the public health and safety and having been passed by yea
and nay vote, supported by three-fifths of all the members elected
to each of the two Houses of the General Assembly of Maryland,
the same shall take effect from the date of its passage.
