SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1960.

(House Bill 57)
AN ACT to add new Article 2C to the Annotated Code of Maryland
(1957 Edition), to follow immediately after Article 2B thereof, and
to be entitled "Alcoholism", providing for the creation of a State
Commission on Alcoholism, for its members and their tenure, for
the powers and duties of the Commission, for employees thereof,
and relating generally to the Commission and to the problem of
Alcoholism in the State.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That new Article 2C be and it is hereby added to the Annotated Code
of Maryland (1957 Edition), to follow immediately after Article 2B
thereof, to be entitled "Alcoholism" and to read as follows:
ARTICLE 2C
Commission on Alcoholism
1. Legislative Intent.
Alcoholism is hereby recognized as an illness and a public health
problem affecting the general welfare and economy of the State.
Alcoholism is further recognized as an illness subject to treatment
and recovery and the sufferer of alcoholism is recognized as one
worthy of treatment and rehabilitation. The need for proper and
sufficient laws, facilities, programs and procedures within the State
of Maryland for the control and treatment of alcoholism is hereby
recognized.
2. (a) There is hereby created a Commission to be known as the
Maryland Commission on Alcoholism. The Commission shall be ap-
pointed by the Governor and shall consist of seven (7) members, of
whom one member each shall be a resident of the Eastern Shore,
Southern Maryland, Central Maryland and Western Maryland, and
three (8) members shall be residents of Baltimore City. At least two
members shall be doctors (and one of these shall be a psychiatrist)
one a lawyer or judge, and two shall be selected because of their per-
sonal interest in the problem of alcoholism. Each member of the
Commission shall serve for one year. The Governor shall designate
one of said seven members as Chairman of the Commission.
(b) The members of the Commission shall not receive any com-
pensation for their services but shall be paid their reasonably neces-
sary expenses incurred in the performance of their duties.
