CHAPTER 35
(House Bill 45)

AN ACT to repeal and re-enact with amendments Section 212 of
Article 66 1/2 of the Annotated Code of Maryland (1959 Supple-
ment), title "Motor Vehicles", sub-title "Operation of Vehicles
upon Highways", correcting two errors in the Motor Vehicle
laws relating to minimum speed regulations.

WHEREAS, in Chapter 335 of the Acts of 1959, which amended
Section 212 of Article 66 1/2 of the Code, there were two inadvertent
errors, and

WHEREAS, one of these was in a cross-reference to another section
in Article 66 1/2, while the second involved the use of the term "sub-
section" instead of "section", and these two errors should be
changed in order that the law may be properly worded; now,
therefore,

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 212 of Article 66 1/2 of the Annotated Code of Mary-
land (1959 Supplement), title "Motor Vehicles", sub-title "Opera-
tion of Vehicles upon Highways", be and it is hereby repealed and
re-enacted with amendments to read as follows:

212. Minimum speed regulation.

(a) Slow speed impeding traffic prohibited. —No person shall
wilfully drive a motor vehicle at such a slow speed as to impede or
block the normal and reasonable movement of traffic except when
reduced speed is necessary.

(b) Establishment of minimum speed limits by Commission;
antique motor vehicles excepted. —Whenever the State Roads Com-
mission determines on the basis of an engineering and traffic in-
vestigation that slow speeds on a highway or any part thereof con-
sistently impede the normal and reasonable movement of traffic,
the Commission may determine and declare a minimum speed limit
below which no person shall drive a vehicle except when necessary for
safe operation or in compliance with the law, except nothing herein
shall apply to antique motor vehicles as said term is defined in Sec-
tion [8] 82 of this article.

(c) Penalty for violation. —Violation of this [subsection] sec-
tion
shall be deemed a misdemeanor and upon conviction shall be
punishable by a fine of $1. 00 to $100. 00.

SEC. 2. And be it further enacted, That this Act shall take effect
on June 1, 1960.
