mediately notified by mail of the change so made. If the board is
not satisfied as to the signature on the written notice, or that the
change should be made, notice shall be sent the applicant by mail
directing him or her to appear at the office of the board to answer
such questions under oath as may be deemed necessary. If an ap-
plicant so notified fails to appear at the office of the board as di-
rected, no such entry of change of residence or affiliation shall be
made.
SEC. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate pre-
servation of the public health and safety, and having been passed by
a yea and nay vote supported by three-fifths of the members elected
to each of the two houses of the General Assembly, the same shall
take effect from the date of its passage.

(House Bill 13)
AN ACT to repeal and re-enact, with amendments, Section 407 of
Article 43 of the Annotated Code of Maryland (1957 Edition), title
"Health", sub-title "Water, Ice and Sewerage", to revise the
Interstate Compact on the Potomac River Basin to which Mary-
land is a signatory body, which created the Interstate Commission
on the Potomac River Basin, for the purpose of broadening the
powers of the Commission, making certain other changes in the
Compact and correcting errors therein.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 407 of Article 43 of the Annotated Code of Maryland
(1957 Edition), title "Health", sub-title "Water, Ice and Sewerage",
be and it is hereby repealed and re-enacted, with amendments, to
read as follows:
407.
There is hereby created a commission consisting of three members
to act jointly with commissions appointed for like purposes by the
state of West Virginia, the commonwealths of Pennsylvania and
Virginia, the District of Columbia, and an additional three members
to be appointed by the President of the United States and which,
together with the other commissions appointed as hereinbefore
mentioned, shall constitute and be known as the Interstate Commis-
sion on the Potomac River Basin. The said Commission for the
State of Maryland shall consist of the Governor of the State and two
members to be named by the Governor, who shall be actual residents
in the Potomac River Drainage Basin. The terms of the members
