passed by a yea and nay vote supported by three-fifths of the mem-
bers elected to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

(Senate Bill 43)
AN ACT to repeal and re-enact, with amendments, Section 29 (a) of
Article 19 of the Annotated Code of Maryland (1957 Edition),
title "Comptroller", sub-title "State Auditor", amending the pro-
visions of the law concerning the appointment of a Deputy State
Auditor, and removing the limitation upon the salary of the State
Auditor.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 29 (a) of Article 19 of the Annotated Code of Mary-
land (1957 Edition), title "'Comptroller", sub-title "State Auditor",
be and it is hereby repealed and re-enacted, with amendments,
to read as follows:
29.
(a) Appointment, oath, term and salary; assistant auditors;
bonds; powers and duties generally. —There shall be a State Auditor
appointed by the Governor, who shall be assigned to the division of
financial review and control, and shall take the oath prescribed by
the 'Constitution. His term of office shall commence on the first Mon-
day of May next ensuing his appointment, and continue for four
years, until his successor shall be appointed and shall have qualified.
The State Auditor shall receive [a salary of $9, 000 per annum, and
he shall appoint with the 'approval of the Governor a deputy State
Auditor who shall hold office at the pleasure of the State Auditor
and shall receive the salary provided for him in the budget] such
salary as may be fixed in the budget. [The State Auditor shall give
bond to the State of Maryland in the penalty of ten thousand dollars
($10, 000), the deputy State Auditor shall be bonded for $5, 000, and
each of the regular assistant State auditors shall be bonded for
$1, 000, all for the faithful performance of their respective duties,
the surety in each case to be approved by the Comptroller. ]
The State Auditor shall [also] appoint a deputy and such assistant
State auditors as he may deem necessary in accordance with the pro-
visions of Article 64A, [and] who shall receive such salaries as the
State Auditor deems necessary, subject to the provisions of the
budget. The State Auditor, the deputy State Auditor and the assist-
ant State auditors, under the supervision and direction of the Comp-
troller, shall have and exercise all the rights, powers, duties, obliga-
tions and functions conferred upon them by law.
