42. Studies and Reports.
The State Agency shall make studies concerning the problems of old
age and survivors' insurance protection for employees covered by this
sub-title, and concerning the operation of agreements made and plans
approved under this sub-title, and shall submit a report to the legisla-
ture at the beginning of each regular session, covering the administra-
tion and operation of this sub-title during the preceding '[calendar]
fiscal year, including such recommendations for amendments to this
sub-title as it considers proper.
SEC. 2. And be it further enacted, That this Act shall take effect on
June 1, 1960.

(Senate Bill 26)
AN ACT to repeal Section 106 (b) of Article 77 of the Annotated
Code of Maryland (1959 Supplement), title "Public Education",
sub-title "Chapter 8. Teachers' Certificates, Salaries and Pen-
sions", and to enact a new Section 106 (b) in lieu thereof, to stand
in the place of the section so repealed; and to repeal and re-enact,
with amendments, Section 221 of said Article (1957 Edition), sub-
title "Chapter 20. Source and Distribution of Income", providing
for the minimum salaries of certain public school teachers in this
State and for the schedule for calculating equalization payments,
increasing the payments per pupil made by the State to the several
political sub-divisions, and relating generally to teachers' salaries
and to the financing of public school expenses in this State.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 106 (b) of Article 77 of the Annotated Code of Mary-
land (1959 Supplement), title "Public Education", sub-title "Chapter
8. Teachers' Certificates, Salaries and Pensions", be and it is hereby
repealed, and that a new Section 106 (b) be and is hereby enacted in
lieu thereof, to stand in the place of the section so repealed; and
that Section 221 of said Article (1957 Edition), sub-title "Chapter
20. Source and Distribution of Income", be and it is hereby repealed
and re-enacted, with amendments, and to read as follows:

(b) Schedules. Beginning with the school year 1960-1961 and con-
tinuing thereafter, subject to the other provisions of this section,
every teacher, with a degree, holding a regular bachelor of science,
academic, special, vocational, or higher certificate shall receive an
