way as to obtain the best results; and be it further
Resolved, That the Legislative Council, or the special committee
appointed by it, report back its findings and recommendations at the
1961 session of the General Assembly.

(House Joint Resolution 4)
House Joint Resolution requesting the Governor to appoint a Com-
mission to study the propriety, necessity, and advisability of estab-
lishing a State Department of Agriculture and to give careful con-
sideration to any legislation which may be required in the event
that such department is found desirable.
Be it resolved by the General Assembly of Maryland, That the Gov-
ernor be requested to appoint a special Commission to study the ad-
visability and necessity for the establishment of a State Department
of Agriculture, and to give careful consideration to legislation which
may be required in the event that such department is found desirable;
and be it further
Resolved, That the Commission shall consist of seven members, in-
cluding a chairman, and on the Commission there shall be, in addition
to the chairman, equal representation of the agricultural and business
interests in the State, and that the Commission be authorized to call
upon the services of technical personnel from other State agencies,
this personnel to assist the Commissioner in an advisory capacity;
and be it further
Resolved, That the Governor be requested to allot to this Commis-
sion from contingent monies at his disposal, in order that the Com-
mission may conduct its study and publish its findings and report;
and be it further
Resolved, That the Special Commission be requested to organize
promptly and to begin its work, in order that it may report by No-
vember 1, 1960 to the Governor, the members of the General Assembly
and the Legislative Council, including in the report such findings and
recommendations as it may deem desirable; and be it further
Resolved, That copies of this Resolution be sent to the Governor
and to the Legislative Council.
