and correspondence involving joint effort or responsibility shall
emanate from the Department of Tidewater Fisheries, but be based
upon such material as the Department has obtained from the Depart-
ment of Game and Inland Fish as to matters which are within the
jurisdiction of the latter department.
(b) The Department of Tidewater Fisheries and the Department
of Game and Inland Fish shall jointly, and to the fullest extent prac-
ticable:
(J ) make and develop plans, within the limits of available income,
for the improvement and promotion of all the waters of Maryland for
recreational purposes;
(2) promote the safety of life and property through an educational
program directed to boat owners, boat operators and others, as to the
inherent hazards of the water, precautions to be observed, and emer-
gency action;
(3) promulgate regulations for the numbering of vessels for iden-
tification, the reporting of boating accidents, and governing the safety
equipment except those required to be inspected by the federal gov-
ernment, and governing the operation of all vessels;
(4) plan a regulatory program and its related cooperation with
the officials of other States and the federal government, and with
local agencies;
(5) plan the improvement of the waterways of Maryland through
the deepening of channels, the acquisition and development of access
areas, the removal of obstructions, the building of docks and clearing
waters of aquatic vegetation.
5. UNNUMBERED MOTORBOAT VESSELS PROHIBITED
(a) Every vessel, except those manually propelled, found upon the
waters of Maryland shall be numbered for identification in accordance
with this Article and any regulations supplementary thereto except:
(1) a vessel which has a valid document issued by the Bureau of
Customs of the United States or any federal agency successor
thereto;
(2) a vessel with a valid number awarded to it pursuant to federal
law or a federally-approved numbering system of another State,
provided that such boat shall not have been in Maryland in excess
of ninety days and the number so awarded is displayed in accordance
with the requirements of that system and the certificate of number
is available for inspection whenever the vessel is in use;
(8) a vessel from a country other than the United States tempo-
rarily using the waters of Maryland;
(4) a vessel which is owned by the United States government,
another state, or any political subdivision thereof, used in service
of the public;
(5) a ship's lifeboat, OR A DINGHY WHICH MUST CARRY
THE SAME NUMBER AS THE VESSEL TO WHICH IT IS
ATTACHED;
(6) A VESSEL UNDER TWENTY-FIVE (25) FEET IN
LENGTH PROPELLED ONLY BY SAIL.
