Article 14 of the Constitution of the State of Maryland, and at the
same general election the vote on the said proposed amendment to
the Constitution shall be by ballot, and upon each ballot there shall
be printed the words: "For Constitutional Amendment" and "Against
Constitutional Amendment", as now provided by law, and imme-
diately after said election due returns shall be made to the Governor
of the vote for and against proposed amendment, as directed by said
Fourteenth Article of the Constitution, and further proceedings had
in accordance with said Article 14.

CHAPTER 66
(House Bill 88)

AN ACT to repeal and re-enact, with amendments, Sections 110,
112 and 114 of Article 56 of the Annotated Code of Maryland
(1957 Edition), title "Licenses", sub-title "Boxing, Sparring and
Wrestling", placing the position of the Secretary of the State
Athletic Commission under the Merit System, setting an annual
license fee for matchmakers and promoters or for an individual
show, increasing the annual license fees of contestants, seconds
and managers, and setting a minimum license fee for each match,
contest or exhibition, all under the laws relating to the State
Athletic Commission.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Sections 110, 112 and 114 of Article 56 of the Annotated Code
of Maryland (1957 Edition), title "Licenses", sub-title "Boxing,
Sparring and Wrestling" be and the same are hereby repealed and
re-enacted, with amendments, to read as follows:

110. [The Commission shall appoint, and at pleasure remove, a
secretary to the Commission, whose duty it shall be to] The Secre-
tary to the Commission shall be entitled to all the rights and priv-
ileges under Article 64A of the Annotated Code of Maryland, title
"Merit System", and the present secretary shall be included and
continue to serve in his present position without examination. The
secretary shall
keep a full and true record of all its proceedings, pre-
serve at [is] its general offices all its books, documents and papers,
prepare for service such notices and other papers as may be re-
quired of him by the Commission, and [to] perform such other duties
as the Commission may prescribe, and may, under the direction of
the Commission, issue subpoenas for the attendance of witnesses
before the Commission with the same effect as if they were issued
in an action in the courts of this State, and, may, under the direc-
tion of the Commission, administer oaths in all matters pertaining
to the duties of his office or connected with the administration of
