land at a rate or level incompatible with the practical use of such
land for farming. The State [Tax Commission] Department of As-
sessments and Taxation shall [have the power to] establish criteria
for the purpose [s] of determining whether lands [subject to assess-
ment under this subsection are actively devoted to farm or agricul-
tural use by the adoption of rules and regulations] which appear to
be actively devoted to farm or agricultural use are in fact bona fide
farms and qualify for assessment under this subsection. Such cri-
teria shall be promulgated in rules and regulations which shall in-
clude, but shall not be limited to, the following:
(1) Zoning applicable to the land

(2) Present and past use of the land [including land under the soil
bank provisions of the Agricultural Stabilization Act of the United
States government].
(3) Productivity of the land [including timberlands and lands used
for reforestation].
(4) The ratio of farm or agricultural use as against other uses of
the land.
SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1960.

(House Bill 112)
AN ACT to add new Section 100A to Article 77 of the Annotated
Code of Maryland (1957 Edition), title "Public Education", sub-
title "Chapter 8. Teachers' Certificates, Salaries and Pensions",
to follow immediately after Section 100 thereof, relating to reci-
procity in the certification of teachers.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That new Section 100A be and it is hereby added to Article 77 of
the Annotated Code of Maryland (1957 Edition), title "Public
Education", sub-title "Chapter 8. Teachers' Certificates, Salaries
and Pensions", to follow immediately after Section 100 thereof and
to read as follows:
100A. The State Superintendent of Schools may, subject to the
rules and regulations of the State Board of Education, enter into
