The State Comptroller is hereby authorized to
pay to the Teachers' Retirement System
Federal Funds Appropriated in the Vocational
Rehabilitation Budget for their respective
share of retirement costs.

To the Teachers' Retirement System to supple-
ment the contribution of the State, con-
tingent upon the passage of the appropriation
for Aid to Education to increase the maximum
step of the minimum State scale for teachers,
adjust salaries and increase the basic aid per
pupil in accordance with the recommenda-
tions and intent of the Committee on Tax-
ation and Fiscal Matters as contained in its
1959 report, to be distributed as determined.

upon the passage of legislation to extend the
rights of survivorship to spouses, as provided
for State employees under Chapter 582 of
