January 1, 1959, every licensee shall report annually to the State
Comptroller the amount payable to the general funds of the State
under this sub-section, for preceding year ending December 31, and
shall remit to the Comptroller the said amount which shall be credited
by the Comptroller to the general funds of the State. If any licensee
fails to report when any money is due or wilfully or knowingly ren-
ders a report which undertakes the amount owed under this sub-
section, the license of said licensee shall be revoked. Any licensee
whose license is revoked under this sub-section shall be ineligible to
hold a license for a period of one year after the revocation.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1957.

CHAPTER 594
(House Bill 475)

AN ACT to repeal Section 94 of Article 5 of the Annotated Code of
Maryland (1956 Supplement), title "Appeals and Errors", sub-title
"Appeals From Justices of the Peace", and to repeal Section 303
of Article 66½ of said Code, title "Motor Vehicles", sub-title
"Operation of Vehicles Upon Highways", said sections having
been amended by Chapter 676 of the Acts of 1953 and Chapter 444
of the Acts of 1955, and to enact new Sections 94 of Article 5 and
303 of Article 66½ in lieu thereof, to stand in the place of the
sections so repealed, incorporating therein the provisions of Chap-
ter 767 676 of the Acts of 1953 and of Chapter 444 of the Acts of
1955, making other amendments thereto, providing that in the event
of appeal from any Justices of the Peace or Trial Magistrate in any
county or from any Magistrate of the Traffic Court of Baltimore
City or other Magistrate therein, all fines and other funds collected
from the person so appealing shall be transmitted to the Clerk of
the Court to which the appeal is taken to be held, returned or trans-
mitted upon determination of said appeal, further clarifying the
provisions of said sections and relating generally to the right of
appeal in cases involving the motor vehicle laws and to the paying
over to the Department of Motor Vehicles of certain fines, penal-
ties, forfeitures and security collected under the provisions of the
motor vehicle laws.

Whereas, Section 94 of Article 5 of the Code and Section 303 of
Article 66½ of the Code were amended by Chapter 676 of the Acts
of 1953; and

Whereas, This Act was declared unconstitutional in the Circuit
Court for Prince George's County on the grounds of having a mis-
leading title; and
