County (1947 Edition), being Article 2 of the Code of Public Local
Laws of Maryland, title "Anne Arundel County", sub-title "Circuit
Court", be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
213. The fund known as the Library Fund of Anne Arundel
County, under the provisions of Section 212, shall, from time to time,
be disposed of as follows:
First—In payment of the contract price of books that were con-
tracted for before March 22nd, 1918, which books are delivered as
published.
Second—For the purchase of such necessary books as the court
may deem proper and necessary to purchase from time to time.
Third—For the refurnishing or repairing of furniture in the court
room and library.
Fourth—The balance, if any, shall, annually, be paid to the County
Commissioners of Anne Arundel County to reimburse them for money
advanced under this section; provided, that from any money in hand
not needed for these purposes the resident judges of said Circuit
Court [is] are authorized to pay to the crier of said court [a] such
sum per month [, not exceeding twenty dollars for services in attend-
ing to said library.] for service in attending to said library as they
in their discretion may deem appropriate.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1957.

(House Bill 314)
AN ACT to add thirteen new sections to Article I of the Code of
Public Local Laws of Maryland, entitled "Allegany County", as
said Article I was codified by the Code of Public Local Laws of
Allegany County (1955 Edition), said new sections to be under
the sub-title "Upper Potomac River District", to be known as Sec-
tions 563A to 563M and to follow immediately after Section 563,
enlarging the powers of the Upper Potomac River Commission,
authorizing it to construct, purchase or otherwise acquire, main-
tain and operate facilities for the treatment and disposal of sewage,
industrial and other wastes in the Luke-Westernport area and any
area contiguous thereto or in the vicinity thereof, authorizing the
Commission to issue revenue bonds for the construction, purchase
or acquisition, maintenance and operation of such facilities, and
