missioner unless the applicant shows good cause why the revocation
of his license shall not be deemed a bar to the issuance of a new
license.

(m) Judicial Review of Acts of Commissioner.

Any person who shall feel aggrieved by any decision or action of
the Insurance Commissioner under the provisions of this section may
appeal, within thirty days from the date of such decision or action,
to the Circuit Court for the county or to the Superior Court of Balti-
more City, within which such aggrieved person resides, for the pur-
pose of having the decision or action of the Commissioner reviewed
and such Court shall review both the law and the facts involved. An
appeal may be taken from the decision of the Circuit Court for the
county or the Superior Court of Baltimore City, as the case may be,
by any party to the proceedings, to the Court of Appeals, in the same
manner as other appeals are taken in courts of law.

(n) Change of Address of Agent.

Every licensed life insurance agent shall inform the Insurance
Commissioner promptly in writing of a change of his principal busi-
ness address, and also his residence address.

(o) Penalty.

Any person, partnership, association, or corporation violating any
of the provisions of this section shall be subject to the penalties pro-
vided in Sections 106 and 107 of this Article.

Sec. 2. And be it further enacted, That should any provision or
part of this Act be held to be unconstitutional or otherwise invalid
for any reason such holding shall not be construed as affecting the
validity of any remaining portion of such part or of this Act.

Sec. 3. And be it further enacted, That all laws or parts of laws
which are inconsistent or in conflict with the terms of this Act be
and they are hereby repealed to the extent of such inconsistency.

Sec. 4. And be it further enacted, That this Act shall take effect
June 1, 1957 JULY 1, 1958.
