sums to be applied by the respective companies for their maintenance
and support.
Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety and having been passed
by a yea and nay vote, supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.

(Senate Bill 152)
AN ACT to add a new Section 489B to the Public Local Laws of
Harford County (Higinbothom's 1942 Edition), being Article 18
of the Code of Public Local Laws of Maryland, title "Harford
County", sub-title "Taxes and County Treasurer", to follow imme-
diately after Section 489A, giving the County Commissioners of
Harford County the power to borrow money in emergencies, fixing
a limitation upon such borrowing powers, and providing the
method of repayment.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 489B be and it is hereby added to the Public Local Laws
of Harford County (Higinbothom's 1942 Edition), being Article 13
of the Code of Public Local Laws of Maryland, title "Harford
County", sub-title "Taxes and County Treasurer", to follow imme-
dately after Section 489A thereof, and to read as follows:
489B. Whenever the amount of taxes collected or of the funds
available from taxes collected shall be insufficient to meet current
expenses and current obligations of Harford County and, in the
opinion of the County Commissioners of Harford County, it shall be
necessary for the protection of the public credit and the health,
morals, welfare, or safety of the (people of the County, the Board of
County Commissioners of Baltimore HARFORD County shall be and
they are hereby authorized to borrow upon the faith and credit of
said county such sum or sums of money as in their discretion may be
necessary to pay such expenses or obligations; provided that the total
indebtedness incurred under this section shall never exceed at any
one time the sum of One Hundred Thousand Dollars ($100,000.00).
For any indebtedness created hereunder, the Board of County
Commissioners hereafter shall issue the note or notes of said County
Commissioners of Harford County, said note or notes to be signed
