5. (Employees of Authority; Conflict of Interests; Political
Activity) — (a) Upon establishment of a merit system by the Au-
thority, the employment and tenure of all full time employees of
the Authority, with the exception of the chief executive officer, shall
be subject to the provisions of such system;

(b)   All employees of the Authority, including the chief executive
officer, shall be entitled to enter into the State of Maryland employees
retirement system in a like manner as provided for the employees
of Montgomery County;

(c)   No member of the Authority during his term of office, or
employee of the Authority during his term of employment as such,
shall have any financial interest whatsoever in any of the facilities
or projects with respect to which the Authority has jurisdiction or
any power or authorization to act; no member or employee shall act
as attorney, agent, broker, or in any manner for any person, firm
or association interested directly or indirectly in the facilities or
projects of the Authority, nor shall such member or employee accept
any gift, loan or thing or promise of value from any such person,
firm, or corporation.

(d)   No employee whose salary or expenses are payable in whole
or part from "Authority funds shall participate in any political
activity under the penalty of forfeiting his office or employment pur-
suant to the regulations of the Authority;

(e)   No member of the Authority or officer or employee of the
Authority shall detail or cause any officer or employee of the Author-
ity to do or perform any service or work outside of his public office
or employment;

(f)   No member of the Authority and no officer or employee whose
salary is fixed, in whole or in part, by the Authority shall be entitled,
directly or indirectly, to any other salary, expenses, or compensa-
tion from the Authority for the performance of public duties, except
expenses for travel and subsistence incident to the performance of
his official duties;

(g)   All full time employees of the Authority shall devote their
entire time during official working hours as specified by the Author-
ity to the performance of their official duties;

(h) No employee of the Authority whose salary or expenses are
payable in whole or in part from Authority funds shall give or
promise to give any portion of his compensation or any money or
any valuable thing to any person in consideration of his having been
or being appointed or employed as such officer or employee;

(i) Violation of any of the above by any member, officer, or
employee of the Authority shall result in forfeiture of his office or
employment, or such other appropriate penalty, as provided by regu-
lations of the Authority;

(j) The prohibition against political activity shall not apply to
persons retained by the Authority only on a fee basis or employed
by the Authority on a contractual basis for services or performance
of work, but shall otherwise apply to all salaried or per diem
employees, agents, and servants of the Authority. The conflict of
interest prohibition as applied to persons engaged on a fee, contract,
