does not at the same time grant the same increase to all other such

comparable classes occupying the same salary bracket.

(b)  The said Board shall, when necessary, visit the various State
agencies to determine whether or not an employee is properly classi-
fied, whether or not his duties conform with his classification, and
such other information as may be helpful in preparing said pay plan,
and to that end the Board may require any State employee to appear
before it and give evidence.                                                           

(c)  The said State Employees Standard Salary Board is hereby
authorized whenever in its judgment the same is warranted on ac-
count of the cost of living and the general employment conditions in
the particular area, to approve increases in salaries of employees of
county welfare boards created by the State Department of Public
Welfare, up to but not exceeding twenty per centum (20%) over the
salary fixed for such positions by said Board subject to the approval
of the County Commissioners of the particular county where salaries
are proposed to be increased, such increases to be prorated on the
same basis as the basic salaries of such employees.

Sec. 2. And be it further enacted, That this Act shall take effect
on June 1, 1957.

(Senate Bill 97)

AN ACT establishing a public corporation to be known as the
Montgomery County Revenue Authority as an instrumentality of
Montgomery County and defining its membership and procedures
for the conduct of its affairs; conferring thereon various powers,
AND IMPOSING VARIOUS LIMITATIONS, all as expressly set
forth in said Act; defining the powers and duties of the County
Council of Montgomery County which relate to said Authority;
granting to said Authority the power to borrow money and to
issue negotiable revenue bonds, and defining and describing said
bonds, all as expressly set forth in said Act; describing the reso-
lution authorizing the issue of any of such bonds and the trust
indenture to secure the same; providing for the rights and reme-
dies of bondholders and bondholders liens resulting from an issue
of any of such bonds; providing that the credit of Montgomery
County shall not be pledged by the issuance of such bonds; stating
methods by which said Authority shall award contracts; providing
for the deposit of funds by the Authority and the examination of
its books and records; limiting the power of Montgomery County
to change the power of the Authority; and granting tax exemp-
tions to the projects of the Authority and the bonds issued thereby.
