Whereas, the generally approved rule of construction in this State
and elsewhere has been that both such Acts should be given effect
if at all possible, and provided the titles of the two Acts will admit
of such construction, as they have been independently enacted by
the General Assembly, and the clear legislative intent usually has
been that both should become law; and
Whereas, it has been thought wise by members of the Bench and
Bar that this rule of construction should foe enunciated into law,
with no intent to change the generally accepted rule but simply to
formalize it by codification; now, therefore
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 17 be and it is hereby added to Article 1 of the Anno-
tated Code of Maryland (1991 Edition), title "Rules of Interpreta-
tion", to follow immediately after Section 16 thereof, and to read
as follows:
17. If two or more amendments to the same section or sub-section
of the Code are enacted at the same or different sessions of the
General Assembly, and one of them makes no reference to and takes
no account of the other or others, the amendments shall be construed
together, and each shall be given effect, if possible and with due re-
gard to the wording of their titles. If the amendments are irrecon-
cilable and it is not possible to construe them together, the latest in
date of final enactment shall prevail.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1957.

AN ACT to repeal Section 63 of Article 56 of the Annotated Code
of Maryland (1951 Edition), title "Licenses", sub-title "Traders",
said section relating to the sale of certain tobacco products at
retail and having already expired by limitation.
Whereas, what is now Section 63 of Article 56 of the Code was
enacted by Chapter 651 of the Acts of 1945 concerning the sale of
certain tobacco products by retailers; and
Whereas, Section 2 of the Acts of 1945 provided that it should be
in effect only for the duration of World War II; and
Whereas, the State Law Department in a formal ruling has held
that the definitive end of World War II occurred on April 28, 1952;
and
