SEC. 2. And be it further enacted, That this act is hereby de-

clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety and having been passed
by a yea and nay vote, supported by three fifths of all the members
elected to each of the two houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.

SEC. 2. AND BE IT FURTHER ENACTED, THAT THIS ACT
SHALL TAKE EFFECT ON JUNE 1, 1957.

CHAPTER 403
(Senate Bill 380)

AN ACT to repeal and re-enact, with amendments, Sections 52 and
54 of Article 26 of the Annotated Code of Maryland (1951 Edi-
tion), title "Courts", sub-title "Juvenile Causes", including per-
sons over 18 years of age under the jurisdiction of the Juvenile
Court for certain purposes and subject to certain offenses under
said sections.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 52 and 54 of Article 26 of the Annotated Code of
Maryland (1951 Edition), title "Courts", sub-title "Juvenile Causes",
be and the same are hereby repealed and re-enacted, with amend-
ments, to read as follows:

52. Except as otherwise provided herein the Judge shall have
(a) original, exclusive jurisdiction concerning any child who is
dependent, delinquent, neglected or feeble-minded; (b) original
jurisdiction to determine paternity of such a child in disputed cases;
(c) original, exclusive jurisdiction to try, subject to the right of
trial by jury unless waived, as hereinafter provided, any parent,
guardian or other adult or other person OR ANY PERSON over the
age of 18 years
for any wilful act or omission contributing to, encour-
aging or tending to cause any condition bringing a child within the
jurisdiction of the court. Nothing herein contained shall deprive
other courts of the right to determine the custody of children upon
writs of habeas corpus or to determine the custody or guardianship
of children when such custody or guardianship is incidental to the
determination of cases pending in such other courts.

54. Any adult or other person over the age of 18 years over
whom the Judge may have jurisdiction under Section 52, if found
guilty of any act or omission as therein defined, shall be punishable
by a fine not exceeding Five Hundred Dollars ($500) or imprison-
ment not exceeding two (2) years, or by both such fine and imprison-
ment. Upon any such conviction, the Judge shall have power to
