violating the provisions of this section shall be guilty of a misde-
meanor and upon conviction thereof, shall be fined not exceeding
twenty-five dollars ($25.00) for each such violation, and each day
on which such violation continues shall be considered a separate
offense. The provisions hereof shall apply only to Carroll, Cecil,
Dorchester, Wicomico, Harford, Prince George's, and Washington
[and Allegany] counties.

339A. (a) The Board of County Commissioners of Allegany
County is hereby authorized, directed and empowered to inspect,
license, regulate and limit as to location within the limits of Allegany
County trailer camps, junk yards, public dumps or lots on which
refuse, trash, or junk is deposited, or motor vehicles are dismantled
or stored; and' in order to safeguard the health, safety, morals and
public welfare of the residents of Allegany County, to pass rules,
regulations or resolutions for the purpose of carrying out the powers
herein granted, provided that such rules, regulations or resolutions
shall contain proper standards for the exercise of the discretion con-
tained herein, and shall operate uniformly. Before the County Com-
missioners shall proceed to enforce any rule, regulation or resolution
passed in pursuance of the provisions of this section, advertisement
of such rule, regulation or resolution shall be made in some news-
paper published in Allegany County, once each week for four (4)
successive weeks.

(b) It shall be unlawful for any person, firm or corporation to
operate, set-up, establish or conduct any business or enterprise men-
tioned in this section unless said person, firm or corporation shall
first obtain from the Board of County Commissioners of Allegany
County a license for the operation of such business or enterprise,
and shall pay to the County Commissioners such sum or sums as may
be fixed by the Board for a license fee for the business or enterprise
so operated or established.
ANY APPLICANT OR LICENSEE AG-
GRIEVED BY ANY ACTION OF THE COUNTY COMMISSION-
ERS TAKEN HEREUNDER SHALL HAVE THE RIGHT TO
APPEAL TO THE CIRCUIT COURT FOR ALLEGANY COUNTY,
PROVIDED THAT SUCH APPEAL BE TAKEN WITHIN 10
DAYS FROM SUCH ACTION. Any person or persons, firm or cor-
poration which shall operate or establish any business or enterprise
mentioned in this section, without first having procured the license
prescribed, shall be guilty of a misdemeanor and, upon conviction
thereof, shall be fined not less than $25.00, nor more than $200.00,
for each such violation; and each day on which such violation con-
tinues shall be considered a separate offense.
NOTHING HEREIN
CONTAINED IN SECTION 339A SHALL BE DEEMED TO
AUTHORIZE THE COUNTY COMMISSIONERS TO PROHIBIT
OR REGULATE AS TO PRESENT LOCATION, ANY BUSINESS
OR ENTERPRISE THEREIN MENTIONED WHICH HAS BEEN
ESTABLISHED IN ALLEGANY COUNTY PRIOR TO THE EF-
FECTIVE DATE OF THIS ACT, BUT SAID ESTABLISHED
BUSINESSES OR ENTERPRISES SHALL AFTER THE EFFEC-
TIVE DATE OF THIS ACT BE MAINTAINED AND CON-
DUCTED IN ACCORDANCE WITH THE RULES AND REGU-
LATIONS ESTABLISHED BY THE COUNTY COMMISSIONERS
UNDER THE AUTHORITY HEREIN GRANTED.

Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
