ment), title "Maryland Port Authority", transferring to the
Standard Salary Board power over compensation of employees of
the Maryland Port Authority, and providing that the Authority
shall retain power over compensation of certain employees, re-
lating to said certain employees and to their rights and benefits,
BENEFITS AND STATUS AS MEMBERS OF THE MERIT
SYSTEM UNDER ARTICLE 64A of the Code.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 5 (o) of Article 62B of the Annotated Code of Mary-
land (1956 Supplement), title "Maryland Port Authority", be and
it is hereby repealed and re-enacted, with amendments, to read as
follows:

(o) Agents and employees.—To employ consulting engineers, bond
counsel, accountants, construction and financial experts, superin-
tendents, traveling representatives, managers, clerks, stenographers,
laborers, and such other agents and employees as may be necessary
in its judgment [, and to fix their compensation]; the employment,
compensation and tenure of all full-time employees, except the
executive director, [and] traveling representatives and such other
key personnel as the Authority may determine with the approval of
the Governor, who require engineering, scientific or expert training
and qualifications, shall be subject generally to the provisions and
restrictions of Article 64A of the Annotated Code of Maryland, title
"Merit System", and such full-time employees, together with the
executive director, [and] traveling representatives and other key
personnel, shall be subject also to the rights and benefits of Article
73B of said Code, title "Pensions"; provided, however, that the pow-
er to set the salaries and compensation of all [such] employees not
covered by the provisions of said Article 64A shall be vested solely
in the Authority and shall in no way be subject to the control or
jurisdiction of the Standard Salary Board or of any other officer
or agency ;
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1957.

(Senate Bill 39)
AN ACT to repeal and re-enact, with amendments, Section 10 (a) of
Article 31B of the Annotated Code of Maryland (1951 Edition),
title Defective Delinquents", sub-title "Defective Delinquents",
changing the procedure under which any person confined as a
defective delinquent may have a re-determination of his defective
delinquency, and correcting an error in said section.
