appealing from convictions before trial magistrates, whether a minor
or an adult, and after conviction or after a plea of guilty or nolo
contendere, without such consent, are empowered, during the term
of court in which such consent, conviction or plea is had, to:
(1) Suspend the imposition of sentence; and/or
(2) Place such person on probation without finding a verdict; and
(3) Make such conditions of suspension of sentence and proba-
tion as the court may deem proper.
Sec 2. And be it further enacted, That this Act shall take effect
June 1, 1957.

AN ACT to repeal and re-enact, with amendments, Section 669 of
Article 66C of the Annotated Code of Maryland (1951 Edition),
title "Natural Resources", sub-title "Water Resources", providing
for the construction and maintenance of certain ponds constructed
as farm ponds, irrigation ponds, flood control ponds, or for certain
other purposes relating generally to the construction and mainte-
nance of such ponds, providing for a correction in the terms
"Water Resources Commission" or "Commission", wherever they
occur in the laws for regulations of this State and relating gener-
ally to the construction, re-construction, or repair of certain
reservoirs, dams, or waterway obstructions.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 669 of Article 66C of the Annotated Code of Maryland
(1951 Edition), title "Natural Resources", sub-title "Water Re-
sources", be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
669. (a) From and after January 1, 1934, it shall be unlawful
for the State or any agency thereof, any person or persons, partner-
ship, association, private or public corporation, county, municipality
or other political subdivision of the State, to construct, reconstruct
or repair any reservoir, dam or waterway obstruction; or to make
or construct, or permit to be made or constructed, any change
therein or addition thereto; or to make, or permit to be made, any
change in, addition to, or repair of, any existing waterway obstruc-
tion; or in any manner to change or diminish the course, current, or
cross-section of any stream or body of water, wholly or partly, within
this State, except the tidal waters, without a permit from the [Water
Resources Commission] Department of Geology, Mines and Water
